Symbolically the 12th house is considered a “weak” house traditionally because it takes the planets a lot of energy to burst over the horizon. The planet in the 12th needs to rebuild its energy to make it to the MC

I want to suggest that it’s important not to conflate the progressed chart with the natal chart when looking at outer planet retrogrades. Progressions as we are talking about them are solar progressions and based on a mythical, non-physical theory.
